Scenario – Conditions in the vicinity of Carol County and  Bobsville have deteriorated and as a result the NWS has issued the following watch: “Atmospheric conditions are favorable for the development of severe thunderstorms capable of producing a tornado. Please evaluate your capability to seek shelter should this watch be changed to a warning.”

As the sheriff the safety of the citizens and the protection of property is always a priority. The weather warning has increased to include potential tornados. The notification of the teams is still in place, unnecessary movement can be escalated to no movement by the mayor. If the weather permits for final sweep of the town then it will be conducted to make sure there’s no last minute stragglers. Get an update from the emergency response teams. The only challenge at this time is time because everyone must be ready to gain access to a safe room or structure, emergency personnel are no exception. A town with limited resources and man power needs to ensure the safety of its emergency responders. Notify the emergency operations center or mayor to touch base with the national guard so everyone can be respond in a reasonable amount of time if needed. The results will ease response the the situation turns for the worse.

Scenario – Conditions in the vicinity of Carol County and  Bobsville have continued to deteriorate. The NWS has issued the following tornado warning: “A severe thunderstorm has developed and has produced a tornado confirmed by radar in the vicinity of Carol County and Bobsville. A sighting by a storm chaser has confirmed the tornado is on the ground and is moving Northeast at 50 miles per hour. The tornado is estimated to be in the vicinity of Carol County and Bobsville within the next 30 minutes. The tornado is estimated to be ¾ miles wide and is estimated to be on the level of an EF3 or EF4. It is recommended that you immediately seek shelter. If you do not have a shelter location and are in your house go to the middle of the house away from windows and protect yourself as best as you can.”

I am playing the role of the Fire Chief again. Now, as the Fire Chief, I am having first responders start to respond when the coast is clear ensuring that the responders are not in the path of the tornado. I am ensuring that the state and federal governmental agencies have been notified that a tornado has touched down and we will be needing relief efforts. Also, I am ensuring the public knows that a tornado has touched down and is heading in our direction.

The biggest obstacle I can see here is the actual tornado. Help cannot be given to the public until the threat of the tornado is gone. This creates a time gap between when the community is impacted and when they will receive help. As I mentioned above, we cannot send responders into a tornado so we would have to wait until the area is somewhat safe before we could get them help.

The outcome of my actions would be the community receiving help as soon as possible from emergency responders. Another outcome would be getting the ball rolling with state and federal resources to be deployed for relief and response efforts. Lastly, the public would be informed of what is happening.

Although we would be experiencing a disaster, we would be prepared to deploy relief efforts as soon as possible.

Scenario – The tornado has touched down and left  Bobsville and Disaster County. Emergency services for Bobsville and Carol County have begun their appraisal of their respective areas.

Now that the tornado has left, as the mayor the first thing I would do is monitor the oversight of the hazard response, including rescue operations, casualty care, and other hazard mitigation. Next, I would begin setting up a team for a damage assessment ran by the police chief to calculate loss of life, and damage to infrastructure, along with associated costs. The third thing I would do would be to notify the public via the same methods as before that the tornado has passed and for them to call for emergency services if they have not already, and if needed make their way to the emergency shelter. Lastly, I would begin an asset analysis on what assets are left in case of any other hazards to make sure we have enough resources to allocate or if we need to call a higher authority so we can have additional resources in case we need them. The only obstacle is creating the asset analysis as the resources are currently being used so it is hard to gauge what will be left hours to days from now. These actions effectively reduced the impact of the hazard presented which saved lives.
