Claims of policy propose and promote policies and solutions based on changing an existing policy that is either inadequate for dealing with a bad situation or conducive to its perpetuation. For example, “the government should have a license for parents because if there are no limitations or expectations of being a parent, society will reproduce children irresponsibly”.
Arguing such a claim may require arguing a combination of claims and several steps might be involved: 
a factual claim establishing that a situation exists,
a value claim proving the situation is bad, and
a cause and effect claim pinning the blame on a policy that, if changed, will improve the situation may all play a role in the overall argument.

General essay format:  
One introductory paragraph that includes a hook, a brief background of the issue, and a thesis statement.
At least 2 body paragraphs that include a topic sentence, supporting details in the body of the paragraph, and a concluding or transitional sentence.
A conclusion paragraph. 
Integrate at least 3 quotes from your readings or outside credible sources. 
Don’t use block/long citations.

For this essay, based on the readings, consider the author’s claim of whether the government has the responsibility/obligation to propose and possibly pass legislation that supervises, regulates, restricts, or punishes parents/couples who reproduce recklessly/irresponsibly or should there be no governmental interference in a couple’s reproductive choices. 
Use the readings you have read so far to support your claim. Don’t forget to give credit to the authors. For example

Do you agree, disagree, or both with any of the authors’ perspectives we have read this week? State, explain, and support with evidence why or why not.
