CASE STUDY: MANAGING DISAGREEMENT ON PUBLIC HEALTH POLICIES

You are the health officer of Smith County, a medium-sized city in Anystate, USA. Given increases in COVID-19 infections in your county and a recent Centers for Disease Control and Prevention (CDC) recommendation that all individuals wear face coverings in all indoor public spaces even if they have been fully vaccinated, you believe it is critical that your county’s schools mandate the use of masks indoors for all students, staff, and visitors to prevent transmission of the virus. Several parents in the community disagree with such a mandate and have stated that they do not want a mandate in schools because it violates their civil liberties. The president of the county’s board of education is taking the position of the parents and not planning on issuing a mask mandate for the school year. You have requested a meeting with the president and are preparing for a discussion about the mandate. The president said she wanted to speak with you first before making a final decision and is open to dialogue about how to best resolve this conflict.
